On 8 September 2026, at a meeting of Yerevan’s Council of Elders, Tigran Avinyan announced that a winner had been selected in the tender for a waste treatment plant in Nubarashen. According to Azatutyun, the winning consortium comprises Chinese, Arab and Armenian companies.
What has been announced
Two bidders took part. Sirarpi Haykazyan, acting head of the municipality’s environmental protection department, said the selection took place in two stages. Bidders had to propose the design, construction and operation of the plant using their own funds. The city, in turn, would supply the facility with waste.
Avinyan said the scope of work still needed to be agreed with the winning companies and contracts signed. The announcement of the winner does not report the start of construction.
The municipality published the tender on 26 December 2025, with an application deadline of 27 March 2026. We covered the tender requirements in January.
What we do not yet know
The reports on the tender results available on 8 September do not disclose:
- the names of the consortium’s companies or the Arab participant’s country;
- the selected waste treatment technology, including whether it involves incineration;
- the investment amount and final financial terms;
- the dates for construction to begin and the plant to open.
